General background
This Report was drafted by a group of independent experts convened by Commissioner Vladimir Spidla in February 2009 to address the issues of institutional care reform in their complexity.

July 2009 - The present report is submitted in response to General Assembly resolution 63/151. The main focus of the report is the promotion and protection of human rights as they pertain to older persons in the context of the implementation of international legal and policy instruments as well as national action.
Charters
This national charter was published by the the German Federal Ministry of Family Affairs, Senior Citizens, Women, and Youth and the German Federal Ministry of Health in 2007.
First produced by the Fondation Nationale de Gérontologie, as the ’Charte des droits et libertés de la personne âgée dépendante’ in 1997, this charter was revised in 2007.
