AGE response to EC Green Paper on the future of VAT

AGE has responsed to the Commission’s consultation on the future of VAT. In our contribution, we have focused on the concerns expressed by many of our members that the Commission’s reflections on the future of VAT might lead to the removal of existing VAT exemptions on small revenues generated by activities of non-for-profit organisations at the local level.

 Many of these NGOs rely heavily on the limited income they acquire from small-scale initiatives such as garage sales, coffee mornings etc. which goes directly into funding their non-for-profit activities. Todate many Member States allow certain exemptions from VAT for such sources of income. If VAT exemptions are removed, this will place a heavy administrative burden on these small organisations, which are often run largely or entirely by volunteers, and will risk making their fundraising activities no longer financially viable.
